[Win] FX Console keyboard shortcut stops working on text layers

We updated to v25.0 in our facility and to our regrets found out that the keyboard shortcut to open FX Console does not work on a text layer if the Properties Panel is opened. None of it's keyboard shortcut options do in that state. I then tested the same in the current beta and it still does not work.

This bug is only present on Windows machines. Mac works fine.

v24.x did not suffer from this issue, there must have been something that changed behavior there.

On any other layer the shortcuts simply work even with the Properties Panel opened.
